Congregations are drowning in layers of organization and programs. This new approach to church organization is drawing attention away from God's word and His sacraments. The original LCMS congregations had two layers of structure: a voters assembly and elderstrustees. Some congregations today have up to five layers and most of those layers are dedicated to managing things outside of the administration of word and sacrament. Rossow identifies the history of this change, discusses it's harmful consequences and outlines a thinner alternative for your congregation.
